09.40  The EU Soil Framework Directive – Are we nearly there?

  • The development of SFD has been rapid by EU  standards, however acceptance has stalled due to many concerns in EU member states where soil protection policies are more mature. Signs are that the Directive is moving towards common acceptance, yet many of the high
    level principles are already within the UKs regulatory regime. The presentation will provide
    an over view of where the SFD sits and look at what the implementation might do.

10.00  The Water Framework Directive and Development of Brownfield Sites

  • Developers of brownfield sites frequently have to deal with land contaminated by earlier use and in addition many sites are in waterfront locations.  
  • The first River Basin Management Plans (RBMPs) set out the condition of groundwater and surface water bodies.  They also identify measures that will be required to improve the water environment to meet Water Framework Directive (WFD) requirements. 
  • The planning system includes established processes for assessing the environmental impacts of plans, programmes and proposed development.  Increasingly we expect them to show how development will help to deliver WFD requirements.  The relationship between planning permission and environmental permits is relevant. 
  • In 2010 we expect the enactment of new legislation and measures that help to meet WFD requirements and we will look at some that are relevant to development of brownfield sites.
