The European Commission has begun legal proceedings against Italy for its failure to fully transpose the 1999 Landfill Directive and a lack of environmental impact assessments for some recent projects.
The Commission says Italy's landfill laws fail to include waste acceptance criteria and other requirements despite an adverse judgement in the European Court of Justice.
It may pursue a second case which could see fines imposed.
