The London Development Agency has shortlisted four possible development partners for its plans to build 600 homes beside Gallions Reach station in the Royal Docks.
The four, Gladedale and Zero C, Swan Housing Association, the Notting Hill Housing Trust and Kier will be invited to work up detailed proposals.
"It's about time that the Royal Docks fulfilled its potential," said Newham Borough Council executive member for regeneration and strategic planning Conor McAuley.
"This terrific waterfront location is an ideal incubator for new homes, employment and community facilities. Transport links are second to none and we're looking for innovative building designs coupled with a clever use of open spaces."
The procurement process is expected to conclude next May.
"We are delighted to get a good range of potential partners for this exciting project to create a new sustainable community in Gallions Quarter," said LDA chief executive Peter Bishop.
"We will now work with them to develop proposals for high quality homes and build a lasting legacy in the Albert Basin."
