Leeds City Council has agreed to extend the Leeds Partnership's planning consent for the huge Harewood-Eastgate Quarters scheme which was due to expire shortly for a further three years.
Work on the £800m scheme to provide shops, offices, flats, a hotel and catering and leisure in the city centre was supposed to start last year but was hit by the recession and a legal challenge to compulsory purchase.
No start date has yet been agreed but the developers say they are "hopeful" work will start by the end of the year.
The renewal is subject to any call-in by the secretary of state.
