Property industry supports brownfield-first

The British Property Federation has welcomed the select committee's report and particularly its support for retention of brownfield and town-centre-first policies and said the industry is "not at odds" with the Committee's sustainable development definition.

The Federation's response said it supports many of the reports findings, even the new definition, so long as there is a robust mechanism to allow development to continue where local plans are absent.

It also said there should be incentives for councils to produce plans.

"This report and much of the rhetoric surrounding the NPPF exposes the vast disparity of views when interpreting the framework," said Federation chief executive Liz Peace.

"Ministers must stand up and be counted and explain exactly what certain sections of the NPPF will mean in practice.

She said the Federation had long supported many of the committee's findings, such as the reintroduction of a brownfield first policy.

"The commercial property industry, by-and-large, already develops on previously used land in town and city centres," she said.

But she stressed that debates about definitions and obsessions with the length of the NPPF miss the point that the new system would only succeed if all local authorities have a robust local plan.
